“The blockchain technology will allow us to ensure maximum transparency and honesty in relations between a person and the state. This is an opportunity to build equal relations, when a citizen sees his contribution to the overall development, and he has the opportunity to ask more strictly from the state. We hope that our experience will be positively perceived in other regions as well,” the Governor of the Nizhny Novgorod Region Gleb Nikitin said.
Possibilities related to the blockchain will be tested in the state administration system. Residents identification of the Nizhny Novgorod region will be allowed through the service. Contributions size of the residents related to the local budget will also be determined through the service.
He added, “We are actively exploring the global practice of using blockchain technologies in public administration. Thanks to new technologies, residents will be more actively involved in managing their city through proactive, so-called “participatory” budgeting.
An application called City N application which operates on a blockchain technology-based platform called Vostok platform. The residents can use the application for the distribution of taxes. The taxes which are between the categories of budget expenditures. Both the Nizhny Novgorod region and the Vostok platform have signed an agreement. The application is prepared for the demonstration of the possibilities of the blockchain. This demonstration will be performed under the agreement. The system will probably be piloted during the 2020 budget formation.
The integration of distributed registry technologies and other regions of Russia will probably be ensured through the National Center for Informatization of Rostec State Corporation. Rostec State Corporation had made a partnership with a blockchain company called Vostok in 2018. Both firms had signed a cooperation agreement. Introducing distributed registry technology into the digital economy infrastructure of the Russian Federation was a purpose of the agreement, Forklog reported.
Crystallizing the blockchain layer of Web 3.0 is an aim of the blockchain company Vostok. Wide-scale and frictionless blockchain technology adoption is ensured as a huge step. The step is related to a truly open and decentralized web, according to the official site of Vostok.
